StreamA current of water. The right to a water course is not a right in the fluid itself so much as a right in the current of the stream. Strict liability Liability without regard to mens rea (the guilty mind) or scienter (knowledge). For example, strict liability may result in damages being awarded in the United States in marine pollution cases against ships or owners of cargo, where there is no fault whatsoever.
