PluralityGovernment. The greater number of votes given at an election; it is distinguished from a majority, which is a plurality of all the votes which might have been given; though in common parlance majority is used in the sense here given to plurality.

Government
"natural and political law. The manner in which sovereignty is exercised in each state. There are three simple forms of government, the democratic, the aristocratic, and monarchical. But these three simple forms may be varied to infinity by the mixture and divisions of their different powers.
