Plenipotentiary

PlenipotentiaryPossessing full powers; as, a minister plenipotentiary, is one authorized fully to settle the matters connected with his mission, subject however to the ratification of the government by which he is authorized.

Minister
1) Government. An officer who is placed near the sovereign, and is invested with the administration of some one of the principal branches of the government. 2) International law. This is the general name given to public functionaries who represent their country abroad, such as ambassadors, nvoys, and residents. 1) Contracts. The thing which is the object of an agreement. This term is used in the laws of Scotland. 2) Persons, government. An individual member of a nation, who is subject to the laws; this term is used in contradistiction to citizen, which is applied to the same individual when considering his political rights.

The confirmation or adoption of a previous act done either by the party himself or by another.
Government
"natural and political law. The manner in which sovereignty is exercised in each state. There are three simple forms of government, the democratic, the aristocratic, and monarchical. But these three simple forms may be varied to infinity by the mixture and divisions of their different powers. Sometimes by the word government is understood the body of men, or the individual in the state, to whom is entrusted the executive power. It is taken in this sense when the government is spoken of in opposition to other bodies in the state.
