EnvoyInternational law. In diplomatic language, an envoy is a minister of the second rank, on whom his sovereign or government has conferred a degree of dignity and respectability, which, without being on a level with an ambassador, immediately follows, and among ministers, yields the preeminence to him alone.

The order or place in which certain officers are placed in the army and navy, in relation to others, is called their rank.
Sovereign
1) A chief ruler with supreme power; one possessing sovereignty. It is also applied to a king or other magistrate with limited powers. 2) English law. The name of a gold coin of Great Britain of the value of one pound sterling.
Government
"natural and political law. The manner in which sovereignty is exercised in each state. There are three simple forms of government, the democratic, the aristocratic, and monarchical. But these three simple forms may be varied to infinity by the mixture and divisions of their different powers. Sometimes by the word government is understood the body of men, or the individual in the state, to whom is entrusted the executive power. It is taken in this sense when the government is spoken of in opposition to other bodies in the state.
Degree
1) Descents. This word is derived from the French degre, which is itself taken from the Latin gradus, and signifies literally, a step in a stairway, or the round of a ladder. 2) measures. In angular measures, a degree is equal to sixty minutes, or the thirtieth part of a sine. 3) persons. By degree, is understood the state or condition of a person.

Pleading. This word is adopted in formal traverses, and is a negative signifying "and not for;" accordingly the language of the elder entries sometimes is, It et nemy pur tiel cause.

A citizen that has been officially asked by their country to live in another country in order to legally represent it. For example, the USA has sent ambassadors to live, and represent the USA, in almost all other countries.
