Board of civil authority

A used in Vermont. This board is composed of the selectmen and justices of the peace of their respective towns. They are authorized to abate taxes, and the like.

Board

This term is in common parlance used to designate justices of the peace.

Peace
The tranquillity enjoyed by a political society, internally, by the good order which reigns among its members, and externally, by the good understanding it has with all other nations. Applied to the internal regulations of a nation, peace imports, in a technical sense, not merely a state of repose and security, as opposed to one of violence and warfare, but likewise a state of public order and decorum.

Abate
To quash, beat down, destroy. That of abating a writ or action - its overthrow or defeat by some fatal exception to it.

Taxes
Government's forcible collection of money from the supposedly free citizens. The excuse for this is catering for the needs of others, as well as vague concepts like "general interest" or the country's public welfare. In democratic countries, taxes are theoretically legitimized by the majority's will via laws enacted by a representative parliament, but the fundamental flaw remains that the taxed citizen has not been invited to negotiate the tax individually.
